What was this weird bug I saw in France?

It was in the south of france and it was a tiny litte bug that looked like a dandelion puff and they were hopping high in the air. They were a lot of them and most of them were on a leaf but they were all hopping off. Oh, also, it was in Antibes if that helps.

I have recently moved to Antibes, on the Cote D’Azur. Can anyone please recommend a General Practice Doctor in Antibes, or alternatively in Nice. I’d like to see a Dr. for advice. Nothing serious
